Boy you have that wrong. I work in a convenience store and sell beer. The legal age to be able to buy it is 21. But we will card (look at your ID) anyone who looks under the age of 30. I think you just misunderstood who ever said that.

I'm not sure what state you are from, but I believe the legal drinking age in ever state is 21. I think what you are referring to is that most liquor stores have a policy to require identification for anyone who appears to be under 30 years old. This is because liquor stores (and bars for that matter) can be held liable for the acts of their patrons who hurt people while drinking.

I think what you're thinking about is the sign that says, "If you're under 30, have your ID ready." But you can buy it at 21. It's just so they don't have to keep saying, "ID, please" over and over.
But 21 is 21, and you can buy alcohol in a bar or a package store.
