Probably because to the reaction to prohibition.
Bath tub gin, mobsters, speak easys, all that.
The government decided to says yes and tax it for themselves and make money of of it instead of declare war on something that they were having difficultly winning.
And perhaps by letting the country drink, the country actually cut down a bit.
Example....all the diet advertizements, basically telling people that they cannot be overweight on television..what's happening to our country...it is becoming more and more obese...
Saying no often times has the opposite affect.

With a commodity like that, if you make it ill legal, people will still get it somehow. Remember ever hearing of Prohibition? Remember of hearing of Al Capone? This give the criminal element a realm in which to operate.

You can't research the 1920 and 30's without this being a major problem back then.

Not to mention the government make tons of money off of it. Wait until it gets popular for the alcohol producers to have suits filed against them as tobacco did. The government will be there again with their hand out.

Why shouldn't it be? Alcohol has been around for a long time...

Taken from Wikipedia...
"Alcohol has been widely consumed since prehistoric times by people around the world, as a component of the standard diet, for hygienic or medical reasons, for its relaxant and euphoric effects, for recreational purposes, for artistic inspiration, as aphrodisiacs, and for other reasons. Some drinks have been invested with symbolic or religious significance suggesting the mystical use of alcohol, e.g. by Greco-Roman religion in the ecstatic rituals of Dionysus (also called Bacchus), god of drink and revelry; in the Christian Eucharist; and on the Jewish Shabbat and festivals (particularly Passover).

Chemical analysis of traces absorbed and preserved in pottery jars from the Neolithic village of Jiahu, in Henan province, Northern China, have revealed that a mixed fermented beverage of rice, honey, and fruit was being produced as early as 9,000 years ago."

Best Wishes...

the powers that be want us to drink because it keeps us stupid. Other drugs that would expand our conciousness and create an awareness of what life is all about is bad for them, because it would lead to a totally different way of thinking that could eventually dismantle the state.
