with the world of warcraft extention can people who dont have the expasion comunicate and interact with people who do have it?

Yep, you can talk to others who have the expansion, you just can't play the new races, or go to Outlands or the new starting areas, or become a jewelcrafter. And you won't be able to go past level 70, but you can definitely still interact with every other player and NPC. And you can wear stuff with sockets in it.

As far as I know, you should be able to. You just can't access Outland, Silvermoon, Exodar, and all those other new areas. I think this question is better suited for the WoW forum boards.
