Only if you have air conditioning running full blast, so without any aids either to cool or heat, it is unlikely.
However in some desert locations where it can get very cold at night, and heat up rapidly when the sun comes up, you may find that the temperature indoors lags behind that outside.
So it is not always colder in than out, generally it is the otherway round

Of course its not, the temperature here at present is 2 or 3 outside and about 16 to 18 inside and possibly even warmer by the fire!

A good way of making the temperature in the house feel warmer is to go out for a walk, when you get in it will feel as warm as toast, you will ask your self if you left the heating on.I know this dosn't realy answer the question but it might be useful.

no it is will be warm in the house in the summer
the bricks take time to cool off

um no? if it's hot outside and you go inside and it's warmer...then that means it's hotter. kind of an odd question.

Wrap your entire body in insulation. It may itch but you'll be warm.
