I think it was a combination of Cheney and Osama... working together in order to terrorize the USA in order to get the Iraqi war he wanted.

what do you mean? better put, the 9/11 tragedy is beyond bush and the taliban. it has spawned a whole lot of unprecedented events that either al-qaeda, bush or the past presidents, and the taliban had ever imagined.

Bush himself could not possibly conceive such a plan, or ANY plan for that matter and he has proved it in the past 6 years with admirable consistency.
