I go by impression and the press reports. Mr Patnaik, the CM of Orissa and Mr. Buddhadeb Bhattacharya, the CM of W.B. appear to be the silver ray in the other grey firmament.

The replies given to this question tempt me to take a plunge and remind you of what had happened in Bihar during the last 16 years before the installation of Nitish Govt. If you see the track record of the previous government and this one, you will have no doubt in mind that Nitish Kumar is the best of all. In other states the problem was not so grim and murky with no semblance of development and governance.You could only hear crude jokes. In WB there was already a communist rule of which Budhadeo babu was an important member. In Gujarat people were progressing well.It is just that Modi has shown dynamism towards progress. In Maharashtra, there is no charisma as things are more or less the same.
What is most remarkable about Bihar is that Nitish Kumar has led the slumbering, corruption ridden atmosphere into wakefulness, that too in a climate where some in the centre and in Bihar cannot see eyeball to eyeball to this progress and are out to pull his legs. His diligence in the face of odds speaks in volumes and he remains on top.

Narendra Modi of Gujarat.
The reasons:
1. During Surat floods, he himself was there to lead the clean up efforts and provided all the support that was required. He cleaned up the mess in 15 days flat.
2. Narmada Dam Project which was hanging since 30 years got completed and water scarce regions of Gujarat got water.
3. Vibrant Gujarat Summit is a huge success everytime it is organised.
4. The road development projects have been a huge success.
5. The bureaucrats have been making it to their office in time and have to sit in their office atleast from 11 to 4 after which they are allowed to spend time with visitors.
6. He has been making new plans for Gujarat's industrial development such as coming up with the SEZ plan and more industrial centres for growth.
7. Has been continuously striving to improve standard of living for gujaratis. Has been instrumental in dividing the electricity board into six independent corporations, has made the state's transport services better.
8. Attracted huge foreign investments in Gujarat.
Well I could go on talking about the slow and steady progress that the state is making due to him but there are more points than I can manage to write so I guess its enough.
No wonder, he was also voted the best CM by India Today.
By the way I hope that you are taking about the present CMs and not all those who have been CM in India. Because I think the all-time best CM is Chandrababu Naidu (Not Narendra Modi because of Gujarat Riots)

The best CM as of now in India is Mr. Narendra Modi, Chief Minister of Gujarat, because of these reasons:
1) Total eradication of corruption in most of the government and political circles.
2) Transformed state of Gujarat as the most developed state of India achieving a growth rate of 10% in last 5 years.
3) Total safety of people living in Gujarat, esp. women, even after 10 pm in the state.
4) initialization of various development projects in the cities of Ahmedabad, Vadodara, Surat, Rajkot etc.
5) Completion of Sardar Sarovar Project benefiting others states also like Maharashtra, Rajasthan and Madhya Pradesh.
Above are the reasons why he is the best. If we remove the chapter of riots, then his term is the best in the history of Gujarat.

Mr narendra Modi is best C.M.at present because he is the person who devoted to development only inspite his countineous criticism and many opponents. He only talking about development for gujrat and nothing else.

Narender Modi is the best. gujarat is almost best in our country, because of his ruling. no bad comment against him. worst is karunanidhi. his whole family are first in top 20 no rich people south east asia level. every one has minister level in central and state. any one know their wealth? more than 2000 crores!!!!
