Like Tim S said. There is the Economy 7 Package which operates after twelve. The problem is, you have to wire up a socket into the Eco 7 ring main. So weigh up the cost of having this socket put in and the bit of saving you will make. I think you will find that its not worth it. Also, as someone else mentioned, you have to think of your neighbours (unless you live in a detached house, in which case you can afford the normal electricity tariff).

If you are on the economy 7 system which gives you cheap electricity for 7 hours overnight. In BST the times are between 1am and 8am. On Greenwich mean time(Winter) it is between 12 midnight and 7am. For this you have a special meter fitted. Call your supplier for details. I use econ 7 and put appliances on time switches to make use of the cheap rate. Also good for immersion heaters. You do not need a separate ring main for this just a new meter.

Not for most people. If you use storage heaters to heat your house you might be on an economy 7 electricity tariff which gives you cheaper electricity at night time . (The heaters store up heat overnight which they then give out during the day. If you are on this type of tariff then it will be cheaper to use other electrical appliances at night as well. Otherwise no.

There are some electricity companies that offer cheaper electricity during off-peak times (usually 1 - 6 am), but you have to sign up for this. Check with your electricity supplier.
