The major problems encountered concern land ownership, for people whose land is *on the way* used for the construction of the main road. This has led to tensions in December, but the problems encountered seem to have been solved now after government promised to compensate people’s loss.

You've taken a few words out of context. "On the way" is a phrase, but in this sentence, it's just a few words.

" land is *on the way* used for the construction of the main road"
The way used for the construction of the main road is the area or road which they are building the main road upon.

There is a law called Emminent Domain, wherby the government can boot people out of their homes and take over their land in order to build a road or something they think is of neccessity to the greater good of the people. They do have to pay them for it though.

I think 'on the way' means that it was the property that was taken by the county, city or whatever.

Bambi's correct, her definition of Eminent Domain is exact. Must be in Real Estate.
