The Roman Empire was divided into an Eastern and Western half, with the supreme Emperor governing from Constantinople. Each Roman city was governed by a council, who were personally responsible for paying taxes to the Emperor. So, the wealthy council members in the west started retiring to private villas or moving East, leaving the major Roman cities with incompentent leadership. The traditional responsibilities of the councils were neglected, including public maintenance, roads, police forces, bread distribution, etc.

Beginning around the 3rd century AD, Germanic tribes started immigrating into the Western half of the Roman Empire. Immigration accelerated a few centuries later when tribes from Eastern Europe were driven west by the Huns. It wasn't long before these tribes turned hostile, initiating the Dark Age of Western Europe. Tribes typically attacked Roman cities, prompting Constantinople to offer them official titles and grants of land. In this way, Gremanic tribes carved up Western Europe, disolved the Roman government, and ruled over their provinces with Imperial blessing.

The eastern half of the Roman Empire dealt primarliy with various Muslim factions. Islamic armies took the Middle East, Asia Minor, Palestine, and North Africa, and made it up to the walls of Constantinople itself. The East Roman Empire gradually lost more and more territory until the Turks finally took the city in 1453. That is the official date of the Fall of the Roman Empire.
