The behavior of your Oscar is the typical response of a stressed specimen. As already mentioned, if your Oscar is new give him time to adjust, it can take a few days or even over a week, but he will come around. It also helps for young ones to have a secure hiding spot. In the mean time feed him once per day, and remove uneaten food and try again the next day. And of course don't bug him by tapping on the glass, poking him, or anything silly like that, just leave him be.
If the fish is not new then it could be another source of stress, or perhaps he really is ill. You would need to give more details on the aquarium, tankmates, and what kind of care you give him to go anywhere useful with it.

initially feeding feeder fish is relaxing notwithstanding it placed up a difficulty of introducing ailment. end with the feeders and feed them a spectacular huge pellet food. second fish can bypass days even weeks without eating so do not challenge. Do a water change in case you havent executed one in a lengthy time period, oscars poo alot and foul up the tank.

is he new? he might just be sulking. fish do that often in new tanks. i usually get my bettas to eat frozen food when they won't eat anything else. i don't know what frozen food is best for oscars but bettas never turn down bloodworms.

Mine does that. It looks almost like he's dead, but then I come home later and he's just swimming around and looks at me like, "Where's my food??" Just give him some time and make sure the tank is clean.
