How come Goofy gets to live in a house while Pluto had to live in a doghouse outside?

Disney has never officially stated what race/species Goofy belongs to.
But if you look at any of their more traditional animation, you will see that the Caninus Humanus Standinus, for want of a better term, is the standard animation representative for human beings in the Disneyverse world of mice, ducks, etc.

Because Pluto was created by walt disney as a pet, while Goofy as created as an "inteligent being", or half of it. LOL. It's funny though because pluto is owened by Mickey who is a mouse, who could easly be eaten by a dog. Now, can anybody explain why Duck Donalds puts a towel around his waist when he walks out of the shower if he normaly doest wear anything on his bottom?

Goofy has a job so he can afford a house, while Pluto is just a dog, so he has to live in a dog house.

Micky and Minnie shamelessly abuse Pluto, keeping him naked, making him walk around on a leash in public, and feeding him dog food. I don’t know what he did to make them mad, but they have certainly overdone it! Pluto has been so badly abused (and I shudder to think, in how many ways, which we have not yet seen!) that he has lost his speech, and probably thinks of himself as their ‘pet’. Pluto may not even be his original name; I do not know whether the Mouses kidnapped him as a youth or bought him from some disgusting trafficker in persons. But, what else can you expect, from a company whose founder beat an owl to death…?
