Only if you are going through (not flying over) Canada. Alaska and Washington are both part of the 50 United States.
As of Jan. 23, 2007, people flying into/out of the US, even to/from Canada and Mexico must have a passport.
As of Jan. 2008, everybody will need a passport to drive or boat into/out of the US, even to/from Canada and Mexico.
If you are driving from Washington to Alaska, you will obviously be going through Canada. While it is not necessary to have a passport, it is recommended. It makes the border crossing faster and easier.

Yes because you are flying over Canadian airspace Canada highly recommends that a US citizen travelling from Washington to Alaska carry their passport just in case the plane has to make a emergency landing if you don t have a passport you will have some explaining to do to Canadian authorities.
