In the Arab world, shoe flinging is a gesture of extreme disrespect.
This may be an ancient gesture from the Middle East; Psalm 60:8, speaking of some of the traditional enemies of Judah, says that "Moab is my washpot; over Edom will I cast out my shoe. . ." (KJV)

Well, are the shoes being thrown at LOAFERS? Or is the person a big HEEL with no SOLE? Whatever the case, they start with one foot in front of the other. I wonder if the guy who owns the local shoe store started this practice.

It is an insult. It is an insult to show the bottom of you shoe to others, so hitting you with the bottom of a shoe or throwing it is an insult. It is part of their culture.

It is a sign of disrespect. If you step on something, it is beneath you and dirty.
