I'm circumcised, and mine has some skin along the shaft but my glans (the head) have no covering. Although you have a fold of skin, you may be circumcised if your glans are poking out.
When you're circumcised, the head of the penis looks like a mushroom cap with no covering. When erect, it looks like a harder mushroom cap but just placed on a stem.
When you're uncircumcised, there is a covering over your penis which you can pull down or up. When erect, the folding of skin pulls back and reveals the head of the penis.
From what you've said, it seems you've been semi-circumcised when only a part of the foreskin is taken away. You have part of that skin, but it doesn't cover your glans.

no, I'm not a guy, but I've seen both kinds, and I know the answer to this question.
if you are circumcised, it looks kind of like an upside down mushroom cap if you are flaccid, and like a mushroom with a pointy cap and a long stem if it is erect.
if you are not circumcised, there is a longer "turtle-neck" piece of foreskin which covers the sensitive head when you are flaccid.
both kinds look the same to me when erect.

If you are circumcised you can see the head of you penis if you aren't you have skin covering it. How old are you?
