Well, if he doesn't, he is rather rude than cheap. If he calls u then just say ur busy or tell him to bring some snack on the way cuz ur out of it. Or tell him that ur going to gym or invited to someone's house.If he asks if u have any crisps then tell him to go down the store and buy it. Try to be sarcastic and express the reality in a form of a joke. If he comes to ur house too much just say "so when r u gonna invite me, mate." when u joke like that, it will somehow make him understand that ur fed up. Use the i-am-fed-up tone and give him annoyed looks. If he still doesn't get it then explain the problem politely. It goes like "ura great friend, but I'm gonna tell u something that really annoys me. Don't be hurt cuz I'll be honest and say it on ur face" That way he'll hear it and realise his fault.

i don't have problems when my friends drop by. usually i cook something for us to munch on. but i will TELL them to sponsor the beer or soda. it's just a matter of communicating with them.
