Would placing sand along the coast of the river , thus increasing the side of the river so that in case any flood occured, the water would not over flow?

Low lying areas get flooded. Narrow paths for the flow of flood waters get flooded. When you place sand bags, you raise the barrier. But if this ever gets breeched, you will have a greater amount of stored water to flood the vulnerable area. A river also catches all the drained water along the way. If you create a barrier, the water draining into it can cause floods. It can also reduce the natural inflow into the river to some extent.

A flood, by hydrological definition, is "the occurence of a flow of such magnitude that it overtops the natural or artificial banks of a river channel". On average, streams overtop their banks every 1-3 years. So....you cannot prevent a flood. You can, however, avoid building things on the floodplain that will be damaged by a flood.

if floods are in villages like river Kosi in Bihar, villagers can no longer do any component. they are made via adult males in skill to make money interior the call of flood relief money. For minor floods greater percolating wells be sunk to storage water

Build drains. But those only reduce the damage of floods not prevent them. It is impossible to PREVENT them as it's mother nature. Building drains will reduce the damage though
