Spend some time in art museums and take the time to study the art. You can also take an art appreciation course.

You have artistic sense or you wouldn't be asking the question.
As you view art works of whatever venue you prefer you will find things that appeal to your artistic sense. The appreciation will grow.
If you are referring to style, then that is something that will develop over time as you see, learn and try what ever area of art that interests you.
Being observant and looking closer at people, animals, nature and objects will improve over time.
Studying the artists works that you like will help.
Studying the artists works that you don't like will also help.
Explore, investigate, practice and repeat frequently.

Arist Tip: If You Mess Up, Keep Going Art Is A Masterpiece. It Wont Turn Out Exactly As You Planned...But It Still Is A Piece Of Art. Keep Trying!! :-) much luv,

Ever think about going to a summer art school? I can already tell you, you can get a lot better from doing that. Also, just like everything else the best thing to do is practice. Remember to keep a drawing pad with you at all times. If you see something that looks like it'd look good in a picture, try and draw it. You'll get better and better. Unfortunately, art does have a lot to do with talent, so this may not be enough.

An artist sees! Learn to really see. Black isn't really black to an artist. An artist sees all the little nuances of refective color in black. Most artists don't even have black on their palet.
Observe everything you look at and really see it. See all the reflective colors in a leaf or in a child's face. Observe shapes of negative space around an object and not just the shape of the object. An artist can take a mental picture of an object and retain that image until he/she can reproduce it on paper because he doesnt just look at it, he really sees it.
Another thing that is important is repetition (practice drawing). Keep a sketch pad and a 2B pencil with you at all times and draw, draw, draw. Draw everything you see. See everything you draw.

There is only one formula to develop artistic skill, whatever you do, do it perfectly as much as you can, the next time try to do it better, every time you do try to do it better than before. A day comes people will say whatever he does he does it artistically.

Watch nature! Watch, play with children, when possible! Listen to music! Watch out for good, clean humour! Artistic sense will develop, naturally, automatically: it is inside you always, it will surface, it will come out and make your life wonderful!

pen/pencil/crayon(s)/paint/ink/watercolour(s)
anything you have
and go wild!
make a huge mess on the paper
just do anything
THATS ART.

or you can just draw something strange like an apple...
and blend that apple into something strange straight from the top of your head.
so you'll get something weird like an apple monster!
cause THATS creative!
(its ok if you dont follow what im saying... cause i dont)
