You can't use a trafo = transformer, because that only works with alternating current. However, combined with an electronic chopper the job could be done.
The 9 Ah shows you only the stored charge.

There are a lot of ICs and modules out there that do this. What you want is a DC to DC converter.

yes you can inrease dc voltage by diode and capacitor.i can't draw it's circuit but by seach u can find out.
