try xanga. Thats what i used when i was younger and some older people still do. There are still ways people can go to it but they cant really find out anything other than what you put in a blog. Thats pretty much all it is. A pretty back ground, blog entrys and pictures. People mostly just like making it look cool. Check it out. www.xanga.com

You can use something like Yahoo! Profiles or Yahoo! 360.
It's basically a personal webpage, but because it's on Yahoo, it's A LOT safer, and if you are on SBC Global, you can moderate the account easier.
The pages are still customizable, like Myspace, but you can make the profiles PRIVATE, and make sure he does not have "questionable" people looking at/talking to him.
Hope this helps!

www.vmk.com is a really safe site for all ages. Disney's Virtual Magic Kingdom... its not like my space or something like that... you can create your own character and visit virtual Disneyland!! You can make friends without any danger because you cant use inframe words and you are not allowed to write numbers or words that arent on the Vmk dictionary. Best of all, its totally free!!! Its like being a real person: you can buy things (with the virtual money, lol) to furnish your vmk rooms or buy new clothes, pins and hats to put on!!! its fun and entretaining. try it!!

Any place on the Internet is unsafe for kids to post profiles. Anyone can say they are 9 or10 and make their own profile even if they are really 55 year old pedophiles.

I really hope there isn't. No internet site is safe for young kids. I don't see this ever happening either. Can you imagine the liability issues of the site provider? No one would want to touch that.

My Space has done alot to change their settings for children to be safe. Get on there with him and set it up with him. There are things like "privacy settings" so no on but his friends can get on to view his page. Unless your on their list, your not allowed. Learn with him! 10 is an awesome age!
