No. I suppose you are from the UK, so I am not sure over there.
In America, the government has a branch which is called the Department of Weights, Balances, and Measurements which meter the gas being pumped from the pump to your car. Look for the sticker by the pump handle if there is one...
If not, and you want to be sure without questioning everyone, buy a 5 gallon gas tank. Fill it up. See on the pump how many gallons went in. That will serve as a fail-proof meter.
The reason pump hoses cannot be clear is there are so many corrosive materials in gasoline that will eat through a normal hose. The hoses are reinforced with several other materials...

Quantity assurance??

If you're filling your own car you should be able to actually hear the gas being delivered (some sloshing as the liquid is dispensed)

But no, chances are that anything that would begin see through the petrol would probably end up etching it to the point that the see through quality really wouldn't last. The hoses that are used are made of a material not affected by the chemical properties of gasoline, while not see through, they are able to withstand years of use...rather have a safe pump than a pretty one.

Sure.. you just need to find a clear hose that has a high enough PSI rating for your car. Easy to find for an old carburated car 10-15 PSI. Newer, fuel injected cars run at least 45, or so, PSI some higher so you have to pay attention to the ratings on your hose what you car needs. In a quick search I found some sources for clear hose with a 250 PSI rating. So, it is really all a matter of cost!
