You've discovered something that is often not well understood. If you earn wages, any levy has a continuing effect--that it, it attaches each pay check. If you're a contract worker, the levy only attaches to what is owed at the time the payor receives it. It's for that reason that levies on 1099 income usually aren't very productive for the IRS,
