Read a few books by Robert Monroe. He is a pioneer in a few alternate states of being, including seeing what you can't with your 5 senses.

I don't know if you can really learn it. The best advice I can give you is to practice different forms of meditation, until you can find one that works to empty your mind of all clutter. Once you have pretty well mastered that, you will not need to completely empty your mind to access ESP. Think of ESP as "tapping into the pipeline".
You're interested in getting the answer to a certain question. What you want to do is find a place for a short time where you will not be interrupted. Clear your mind except for your question. If something comes back to you in the way of an answer, then pay attention to it. It's quite possible you'll get nothing from the pipeline at all. But sometimes you might get an answer. You will not be allowed to use any talent you have for this for selfish or evil purposes.

No, they do not exists, and have never been demonstrated under scientific conditions. Certainly it would be fantastic if these powers were real, but unfortunately they are not. A lot of the so called "evidence" that people direct you to is a bunch of hooey. People will tell, you yes, and blah blah blah. But they do not know, nor can they demonstrate it, nor can they produce anyone who can. If anyone can ever demonstrate any of these powers under scientific conditions, they can win a million dollars from the James Randi Educational Foundation. So far, no one has won this money, and I have a funny feeling they never will. Wanna guess why? Don't you think that if anyone could demonstrate this, they would be after the million dollars? Sure they would. But no one can even get past the preliminary testing. Anybody can say anything, but when it comes down to it, and someone is asked to demonstrate it, they never can. Maybe it does exists, but for some strange reason no one can do these things. I can tell you, that yes, definitely Faires are real, etc. etc. but I can't prove it. Same as with ESP. If you find anyone who claims they can do this, then tell them to go get tested. They won't! Do you know why? Because they can't! And they know they would make a fool out of themselves.

ESP isn't defined as even existing. I'm not sure you can develop a method to understanding how to learn something your not sure is there. But, maybe you can. Hmm.....

I don't think ESP has been scientifically proven to exist, and if it is, then I highly doubt you can learn it. It's one of those things you have to be born with.

you can't "learn" it. It's a gift, kinda like having brown hair or green eyes.
