I really don't think so. Most totalitarian countries just change totalitarian leaders or styles. Take China for example, Sun Yet Sen made a good try, but in the end China went from an Emporer to a Chairman of the Communist party. Same thing in Russia. The only country I can think of is Germany, but it wasn't exactly a democracy for that long, regardless, it now is, so I guess you could argue Germany was partially totalitarian under the Kaiser, at least he had a lot of influence, after WWI Germany became briefly democratic, then totalitarian and then democratic in a much stronger way. And then again you could argue some parts of Germany had a long history of democracy. Germany wasn't really unified until the 18th century. Some parts of Germany when they were seperate countries were democratic for a hundred or even two hundred years before unification.

What about Greece and Rome? Before they became Empires, both were democratic and neither went back for literally over a thousands years.

Spain went through a Fascist takeover in the late 1930's, and is a democracy today.
