I would call the police or other animal rescue organization. I haven't ever had to do this...I grew up with wild animals, and my mom was/is a wildlife rescue member- she took in the animals that people reported and go them ready for release. I've also been a foster parent for a rescue association.
One of my dogs that we decided to keep was tied to a tree and left there. When we got him he was underweight, had mange and heartworms, but now he's all healthy and very sweet!
Whatever you do, ALWAYS report an abused animal! You would want someone to call 911 if you were hurt wouldn't you?

Yes, you should call your local Animal Control office immediately. If these people "can't afford" to care for their pets, then they should own pets! The Animal Care & Control officers will visit the house and examine the animals and the living conditions. If they agree that the animals are being neglected or abused or mistreated, they will give the owners a citation and specific instructions on what they need to do. If the owners don't mend their ways, or if the animals are in immediate danger or need of care, the officers can seize the animals or convince the owners to give up ownership. The animals will be treated, and if they are adoptable, will eventually be placed in new, loving homes. The officers won't reveal who called in the report, but the owners might figure out it was you - but really, what's the worse they are going to do to you? Give you dirty looks? Burn down your house? Anything they do you can report to the police as harassment, since it would be in retaliation for a specific report, and the cops can get them in real trouble. The neighbors will probably figure out it's not worth it to press their luck. Remember - your business IS doing what is right.

Yes, I have done something. A neighbor would leave for work in the morning and chain the dog in the open with no shelter for ten hours. It seemed like the dog was chained up 24 hours a day after a while so I called animal control and they conviced the person to give up the dog. Some people shouldn't have pets. They're not toys that you can discard when you get tired of them. I have much more respect for someone who just doesn't like dogs and would never get one even when the kids beg for one than people who get one and then ignore them when they get tired of them. Remember, kittens, puppies, and babies turn into cats, dogs, and adults so don't think that they'll be cute forever. It is a life you're taking responsibility for so choose wisely.

Just because a dog is chained up doesn't mean it's being mistreated. I tie my dog up in the back yard with a dog trolley. I have to because she's a border collie (smart) and she gets into trouble if I don't. I let her roam the yard but only when I'm near. If I don't tie her up while I'm gone she digs out. So I do this for her protection. She understands it and is fine with it. When I take her outside she goes right over to the trolley to be tied up. I do take her on walks and let her play with other dogs. So it's not like she lives her life tied up in the back yard.
If I saw an animal being abused or living in a neglectful situation I would call the city animal shelter or my local SPCA.

If I saw an animal being abused or mistreated I would call the authorities right away. One time, I live in an apartment complex and I saw a pit bull in a cage locked in the back of a pick-up truck with a camper on it. This dog had not been moved out of the hot Texas sun for hours. I walked around the truck and saw no food or water, and this poor dog was just crying something terrible. I called the ASPCA and they came right away and took the animal and the owner.

Oh, yes - I've reported my neighbors to the police, and then filed the appropriate paperwork with animal control as the problem kept going on. I've picked up hungry and/or abandon cats, and would do so again anytime. Our pets DO deserve better - we're supposed to be the superior species. Years ago, when I wasquite young and foolish, I saw some guy kick a duck at a local park, and I thought I was gonna chase him down! What I would have done if I caught him, I don't know, but the idea of humans hurting animals for fun is really revolting to me. Always have your pets neutered, give plenty of food and water, regular vaccinations, and LOVE! And adopt or foster those you can, please.

Yes. I have called and I will again if I witness neglect/abuse of any animal. Call your local animal control. They will investigate. I have also called and someone came out.......looked in the yard and left after seeing the dog had (Shelter) water and food. The people had moved 2 weeks previously.
They were unable to take their dog to their new place (Apartment) so they had left their dog in the fenced yard and came and fed him after work every night until they were able to find a home for him. Neighbors thought the family had abandoned the dog. So, it never hurts to atleast call and have someone check out the situation. That's animal controls job.
I wish people would have their animals spay or neutered.
Call......the animals can't.

I have done animal rescue and wildlife rehabilitation for several years now. if i see something I imediately act upon it as animals can't take care of themselves. i think a lot of people jump one way or the other on this topic though they either try to take an animal to quickly not realizing that accidents happen to the best of people or things beyond our control. So really look at the whole situation and surroundings before making a decsion. And yes I have had to remove animals from there homes before including family members. When it came to saving the animals life. Usually when they get that bad its a case of lack of knowledge. Either they don't know how to take care of their animal correctly and feel horrible about whats happening and are grateful for help and truly willing to do right. Or the animal has become to much for them to deal with and they are ! afraid to take it to a shelter for fear of getting into trouble or 2 aren't aware that there are options available to them.

Yes I have called the authorities and reported abuse when I have seen it and still will.Animals cannot stand up for themselves so someone has too. I have also reported child abuse and would again for the same reason. Maybe it will save an animal or a child. I have no regrets!

i call the RSPCA.
whether they actually go and check it out or not is another matter however :(
i love fishkeeping, and a local chinese takeaway has a tiny fish tank with fish in it that have the potential to grow twice as long as the tank! i called the RSPCA on that one, but I don't think they ever went to check it out :( i keep wanting to mount a rescue mission for the poor lil guys :( but have yet to get the guts to!
