Because the mayor chooses to ignore the dirt. There are so many homeless in Downtown LA. After 5pm, don't drive on the Downtown streets.
They should hire the homeless to clean the street.

That's simple. What goes up must come down. We have so many pollutants in our atmosphere & they settle on our streets, sidewalks & buildings, making it a dirty place. Add to that the many many people who think it is ok to litter the streets because a street-sweeper will pick it up (they don't always come by as scheduled), & don't forget all of the people who just don't care! Drug labs & freeways create the most pollutants in our City & County Areas!

No kidding! People throw trash right on the street instead of the trash can. Car pollution. Graffiti. No respect for the city.

Unfortunately with our beautiful weather comes overpopulation and the lack of public transportation means lots of cars. Also, we are such a busy state with our factories, etc...

People are too busy driving in their cars to stop and pick up the stuff they threw out their car window.
seriously. i was driving there yesterday (passing thru) and i saw 'several' cars throw (in order) cigarettes, hamburger wrapper, and starbucks cup, out the window.
