America has become to strict in their ideas of what families are allowed to adopt. They seem to be looking for the perfect well off families. It is often much easier to adopt from outside countries. Their standards aren't as high. Normal middle class parents has a much better chance.

Adoptions are often easier though other countries. Also, in America, there's always that fear of teh biological mother coming back after a few years and trying to get the kid back which causes a lot of heartache for all involved.

They probably get more money out of it.
