It really depends if you are looking to create a web site for business or just for fun. There are lots of free web sites...almost all of the Internet providers offer free website builders. I know that AOL, Geocities & I'm sure that Yahoo offers it also. If you're inexperienced in web page creation, they offer templates that are usually a theme, so it really makes it a snap...it may take a little longer to create if you have dial-up, but it can still be accomplished. Just unsure what your web site objective is.

The site box has a site selling websites pre-made. You might want to look at it. It bottom left of screen about half way down.
