While a native Filipino should answer this (I'm an American, so am not involved), I personally feel that there is much corruption at all levels in RP. That being said, there are now moves to make government more open and transparent. It will take a long time. You must also remember the Muslim rebellion in the south is a constant threat. A strong federal government is needed for such things as military, trade and commerce, equalization of laws among various provinces, finance, and support for lawful businesses. Disadvantages are bureaucratic ineptness, kickbacks, waste, etc. (just as in any country).

Federal government is beneficial to provinces who can already stand alone. Those provinces with a lot of industries. How about those far-flung provinces? How will they survive? Can they survive? We all know that there is an unequal distribution of wealth in the Philippines.
