America should shift away from income based taxing to compsumtion to change behaviour to encourage saving. For example, if you want to save the goverment money on highway maintence, and healthcare dollars tax gasoline and cars at a higher rate because some people will give up driving since the added benefit of saving a little time no worth the hit in the pocketbook therefore they save the money. Also, taxes do distort economic discision I know that, but taxes used correctly can change economic behaviours to the benefits of society. The taxing of captial gains should be done away with, but also the gasoline taxes should rise by a dollar to reduce pollution, and highway maintience costs to encourage walking or taking the bus, train to work. Saving should be encouraged within reason, so that people investment in putting money into making the economy more efficent. The argument I know goes both ways like a higher car, and gasoline tax would put Auto workers jobs in danger, and reduce spending on comsumer durables, but it would also create a incentive to invest in better technology its a double edge sword saving or versus compsumtion.
