it was a drawing error, in the part where Jessica is thrown from the car. for one frame she lands legs spread on the ground. they failed to draw underwear on her.

there is nothing to see you just see her legs join together.

they corrected it for video.

Sort of. When the cab comes barreling out of toon town and skids out of control, and Jessica goes flying, there was a moment that made it by accident on to the old laser disc system release.
It was done by the animators as an inside joke, and was a major blow up when discovered. It didn't get out on tape, though, or to DVD when that technology became available.

If you are too young to remember, there was a video system that was a forerunner of the DVD, called laser disc, and it looked alot like a DVD, but was the size of a vinyl record album. It was expensive, and didn't sell well, so finding this clip is hard to do, but I have seen it, my best friend was a techno even then and had a laser disc system.

It's not the cells you can see now, or the 'no underwear' scene that is available now, it was anatomically drawn as a joke by the animaters themselves

Its where she and Eddie Valiant were thrown from the Cab...no panites were drawn. You can view the stills here:

If I'm remembering correctly, I don't think they come right out with it, but it's suppose to be like that scene.

It's been a LONG time since I saw that movie. I don't remember anything about this.
