How should I ask if a summer internship position is available given this situation:?

Should I add a resume? A cover letter? Or should I ask if there is one available?

I would submit both the resume and cover letter.

In the cover letter state that you are not looking for employment but an internship for the summer this is depending if you would like to receive pay. If so then state that you are interested in an internship program.

Then I would follow-up within a week and ask to speak with the internship coordinator or someone in charge of the internship program.
