You can leave without one but it makes returning a lot easier and quicker if you have one. It is a way to ensure that the people that come into the country are who the say they are. I would hate to see Osama sneaking in to work at McDonalds.

I guess they are trying to boost the black market for passports.
It is a good idea to require them though, it increases the chances
that the bad guys will slip up.
