I know of alot of software that will hide your IP address from websites, but I cant think of any that will let you report a false IP address.
Do a Yahoo and Google search....

Hiding your IP address to access geo restricted websites is now quite a common thing. Many people now do this to watch BBC/ITV outside UK, Hulu/Netflix outside US etc and alot of Arab countries doing so because pretty much anything worth looking at online is blocked there. Install VPN on your computer or device, even TV's now, pretty easy stuff really.

I hate to say this, but you are stuck watching the same portions of BBC websites that I am in the US.
There is no way to change your IP address outside of the IP block range assigned to your Internet Service Provider. Yes, all ISPs purchase blocks of IP addresses and their customers are stuck on those IP addresses

buy a router with a firewall in it, the router itself should come with programs that let you use a submask to mask your IP but watch out for those cheap routers they aren't that useful if your running on broadband it slows you down.
