Why does New Path make substance D?

I have watched the film 'A Scanner Darkly' but I don't understand the reason for this.

Money my friend. Money. They use New Path to find junkies (who don't understand what is going on) to grow the blue flowers..... to sell to the world for massive amounts of cash..... to create more junkies.... to cultivate more Substance D. It's the perfect cash flow cycle. They will always have free workers to make the product to sell to the people to make more free workers.
