Why is Bush talking problems in Iraq when Cheney says everything is just dandy.

Dick Cheney is a core policy-maker for the neocon political group. He has contributed many times to the American Enterprise Institute, which is where the neo-cons policies originate.
Cheney actively scorns the public as he sets policies to his own liking, including approval for torture, spying on Americans, and retaliation against critics.
Bush is just a pleasant front-man, meant to mollify the public.

Cheney is upset that Bush is no longer getting his own way on the war. He's over-reacting and making Bush look like an idiot... a bigger idiot. If that's possible. :)
