By the time the US entered WWl:
a - both sides were weary of this war that was bloodier than the American Civil War.
b - the Germans were already on the run and the US came just in time to help with the rout.
c - it had ground to a stalemate with no side threatening the other with defeat.
d - the Allies were defeating the Germans in the Netherlands, but the French line had broken near the Swiss border.

a- This is a silly answer. The ACW was not very bloody by European standards.

b- The Germans were not on the run, the Russians were being pushed back and political trouble in Russia was looking as if the Russians would soon leave all theaters of operations.

c- This is the best answer. Nothing was happening in the realm of movements of armies. There were fights and skirmishes, but most of the lines of defense shifted a few miles back and forth. The US merely helped Britain and France force the Germans into a truce. World War One had no victor. The allies claimed victory from the truce, but their stupidity in treating Germany poorly in a war they did not start sewed the seeds for World War Two.

d- This is a poor answer as well.

C is the correct answer.

Both sides were weary. The causalities were horrific.
This is patently not true, although if the Germans could quell a few of their collateral fronts buck up the Austrians and see the Russians out. they could bring a much greater force to the Western front. The English and the French were bled white.
c- I think this is the best choice in general. It is most true. And simple.
