if you have your recovery disk or copy of windows alvailable then you can just reformat your hard drive and it will erase everything

Sorry my dear, but you cannot delete anything from the CPU, what you meant is delete from your hard drive, because the CPU is the Central Processing Unit, the heart of your PC, not the PC itself. - It is wrong to call a computer a "CPU', but many people do these days, no big deal, I just needed to say this. :)

If your computer is factory made, do you have the restore CD that came with it? If it is, and you do have that CD, just put it on the CD/DVD drive and reboot the computer, then that CD should load and you should see steps on how to restore everything back to the original way the PC came from the factory.

Usually there are two choices, one choice will allow you to reinstall wiping out everything that is on the hard drive now. But you mentioned that you want to save some files, then backup to CD-RW what you have right now that you want to save, to retrieve later.

Then do that, go ahead and reinstall everything as it came from the factory with the Restore CD, and finally when you're done and you have Windows back, retrieve what you saved before to CD-RW.

If you don't have the original restore CD, then you need a Windows XP (or whatever your O.S. is) that is bootable, boot with it, install your O.S., then load your saved files.

Another thing you can do, is if you're on WIndows XP, go back to what you had before the date you started to have problems. Go to Control Panel, Performance & Maintenance, System Restore on your left side, select that and go back to a date before. - It is also on Start, All Programs, Accesories, System Tools....or right-click on "My Computer" , "Properties", "System Restore".

If you think the issue you're experiencing is due to "too many programs" you can always go to Control Panel, Add/Remove Programs and remove there all those extra programs you don't need or use, and after that go to "My Computer", right-click on C: and defragment your hard disk. Everytime you uninstall alot of programs, defragment your HD.

I hope this helped.

Sure, you could do that... but using a system recovery would be easier, assuming you don't have a virus that causes that problem.
If it's a virus, spyware, adware, etc. you'll need a professional take a look at it.
If you have recovery disks, then I would suggest using them only if you've attempted a soft system restore... if that doesn't work...
You'll need to use a hard system restore (format the hard drive and use recovery disks)
