Terrorist is just a word defined as: the systematic use of terror especially as a means of coercion.
Currently it is used to describe a person or organization that regularly targets and victimizes civilians in order to force a government to fill its needs or accept its demands. It is certain that civilians are killed and maimed in wars by soldiers doing their duty, but this is collateral damage and both the US and Israel and most modern armies attempt to keep this to a minimum. Other organizations and even nations are just the opposite. They purposely plan the mass killings of civilians by homicidal bombers or clandestine rocket, artillery or bomb attacks in order to force opponents to accept their demands. The latter and the former should be eliminated but at least the former is within the dictates of international law that prohibits the targeting of civilians.

I agree... one man's terrorist is another man's freedom fighter. Accepting that, perhaps it is best left to those who are terrorized to define "terrorism".
