Hi 2$short,
I love your name!
An EXE file is an executable file. It is the file that runs a program.
Anything you run on your computer starts with an EXE file.

An exe file (pronounced as letters E-X-E) is a computer file that ends with the extension ".exe" otherwise known as an executable file. When one clicks on an exe file, a built-in routine automatically executes code that can set several functions into motion. Exe files are used to install and run programs and routines.
An exe file is just one of several file format types that are recognized by various operating systems. Text files, which are files that do not generate code but simply display text, end in txt. Microsoft Word saves files with the doc extension, short for document. Another common file type is the compressed or zipped file, which uses the zip extension.
The exe file is one of the most useful types of files precisely because it runs programs; however, this also makes it potentially harmful. It can be used as a delivery system for viruses or other malicious routines. Outwardly, the infected exe file might seem quite benign. Clicking on it might appear to launch nothing more than an animated cartoon or simple arcade game. However, unseen code can be running in the background, infecting or compromising the computer

it's usually a program execution files. It's used to open programs . It sometimes needs other files in the folder with it, depending on type of execution file it is. As far as for using it if your windows environment is correct for running version of EXE file then all you should have to do is click on the *.exe file

"exe" files are used by Microsoft Dos/Win98/Winxp to hold executable code.
Other operating systems use other conventions, but the ideas are the same.
It used to be in the dark ages that the only way to run a program that had machine code was to put it in exe format or com format.
now often there are other extensions that cause code to be run .. but exe is the main one.
You really don't need its format to use it, but various programs .. say visual studio .. will allow one to make "exes"
A program (say like Microsoft office) usually is a nasty bundle of stuff .. sometimes also plunked in an exe .. but usually in an msi file, sometimes in a zip file.
when unpacked, the "program" has images (gif, pnp, jpg) and it has data files and it will have loadable "exe" programs.
when you click, you cause the exe to run or eventually cause an exe to run and the program then starts.
if you want to learn to code, I would suggest starting with php (which does NOT make exe's for that matter) or perl, or drscheme or logo.
Might I sugest a linux or two?
ubuntu or opensuse
(no exes) .. but equivelent concepts.
good hunting.

A ".exe" file is an "executable file". THIS IS THE ONLY WAY THAT YOUR COMPUTER CAN GET A VIRUS, SO IF YOU DO NOT KNOW WHAT IT IS (UNTRUSTED), THEN DO NOT OPEN IT. If you go to a site that you trust, then it is probably safe. Driver updates are .exe files for example. Anything in email, even if you know the sender, is probably a virus (trojans get delivered from peoples computers even if they do not know they are infected). Don't open them, unless YOU search them out (updates for example).
