There are these little "locks" you can get just about anywhere so the kids can't just lift up the seat. I got mine at target in the baby section, it's by the childproofing stuff.
You can get the whole bathroom safety kit for 20 bucks. I know they sell the locks seperately too.

It is called a toilet lock. It was made to keep toddlers from drowning in toilets. Toddlers are top heavy and not strong enough to pull their body weight back out.

yes there are these locks that will keep a toddler from lifting the toliet seat (or Joey on Freinds) you can get then almost anywhere......Target, Walmeart, K-mart, Baby's R Us, basically ne place that has baby stuff hope this helps your problem
