Environment can play a role, but most studies have found that genetics are primarily responsible. Introversion and Extroversion are usually pretty hard-wired characteristics and are difficult to change.

Nature via nurture. If you are born with an introverted personality trait you will likely respond to situations in an introverted way, because that is how introverts react to their environment. It had evolutionary advantage and it can be advantageous in this world, as long as you channel it properly. This is an extrovert society we live in now, but introverts deal with that successfully ever day.

It's 50/50 babies are natually outgoing and curious, however as they develop genetics play a more key role as does society. Such as rejection from playmates, and then if you have playmate who is very outgoing and center spotlight you're more likely not to compete.
