In some states, like Virginia, there are no statutes of limitations for felonies, of which rape is... a felony, that is. Bad premise = garbage in = garbage out. There are actually many different categories of crimes: misdemeanors, felonies, crimes against people, crimes concerning health and safety, crimes against the administration of justice, etc. So, yes, "a crime is just a crime" if you cannot handle the complexities of the real world. "To oversimplify is to lie."

For one, after something has gone so long, what's the point? That only invites jealous ex wives to turn their ex's in, etc. for crap that happened 30 years ago. Also, it relieves some of the pressure of the courts, freeing the courts up to deal with PRESENT problems. It also keeps people from being wasteful! You snooze, you loose. It encourages justice to be brought swiftly.

because crime is often not about being evil, but more about making bad decisions. should a person never be allowed to become more than they were then why try to grow at all? the truly despicable keep committing crime, the merely stupid only do it once or so.

The original reason was the idea that guilt (ha ha ha ha ha ha ha) over that time was punishment enough. Now it's mainly a paperwork saver.
