when it comes to essays like..newspaper stuff i totally blow it. i have a provincial at the end of june and im gettin desperate. the themes are ery hard to approach..help!

Follow this format:
CPYGS
(paragraph 1)
C- catchy intro
P- present your topic
Y-your reasons (3 reasons, weakest to strongest)
(paragraph 2,3,4)
G-give your support (in 3 paragraphs, argue your 3 reasons, WEAKEST to strongest)
S-state you position again and try to end with a punch-leaves the reader thinking....

You teacher should go through (maybe not the same format) this before exams. The essay is worth 1/2 your mark! (at least for grade 9 provincials)

Can you get or make a list of the "possible" essay questions that may be asked on the test, and practice in advance?
If so, then memorize a brief outline of the points under each topic. And practice writing them out, first using notes or an outline, and then without help. Practice writing within the typical timeframe given.
Follow the basic structure, where either the first paragraph or first line introduces and states the topics, and you list the supporting statements, points or reasons, and then close with a conclusion.
The only way I know to do this well on a test is to practice writing out full answers. If you have written them out in practice, it is much easier to perform the same on a test. Ask your teacher, teaching assistant/tutor, or previous students for sample questions to practice writing short essay answers.
