Is there anyone out there who desins, makes, or sells clothing for amputees? Is amputee fashion limited to pinning up the empty sleeve/pant leg?

There is an article here with a photo of an LDS missionary who is an amputee wearing a suit. It looks as though the suit has been made to look very professional despite his lost leg.

It would be too specialized. Every amputee is different, so you can't design one line that will have something for everybody - production costs would be completely unbalanced with the amount sold. An amputee's best alternative is to find a seamstress/tailor to alter clothing appropriately.
