Yes. This is a difficult question to try to explain, but here goes: Assuming that you have a basic understanding of perspective; anything that is further away from you gets visually smaller the further away it is, therefore, in a 2-dimensional layout it is in the background. Anything close to you is larger, takes up more visual space and is in the foreground. Objects in the foreground will be larger, layer on top of other visual elements and take up more space on the page. Make sense?

Yes, if it sticks out like a sore thumb it will give the impression of being in the foreground. Light on dark or vice versa, contrasting colors or patterns, or even symbols and written words.
