pupils are always black. a pupil is the black dot in the center of the eye that allows light to enter. the colored part that surrounds the pupil does not actually see anything for you, but it is what you are talking about. it's called the iris [pronounced eye - riss].

the iris is colored because it has pigments in it. a pigment can be described as a chemical that gives color. the main pigment that colors human eyes is melanin. for many reasons, the pigmentation in the eye can change over time.
one possible reason is disease -- there are a few diseases that are known to mess with eye color.
but the other reason plain old genetics -- who you are.
also, you may be talking about babies. often times babies are born with grey eyes which become colored as the baby grows. this is because the pigmentation in the iris has not fully developed yet.
the same is true for cats, for example.
many cats, especially ones like orange tabbies, can be born with blue eys, but when they grow up, the eyes change to green-brown. only some breeds of cat have blue eyes as adults, such as siamese cats.

edit: in case you are actually talking about the pupil itself, the pupil appears black because it is actually just a clear piece of tissue [clear like a piece of glass] that lets light enter your eye so you can see. the black color that you see is the inside of the eye, which is not well-lit. pretend you have a closed box with a little hole poked in it. the hole looks black because the inside of the box is dark. if it's not black, then there is a problem. that means the clear lens is dirty. if it's not clear, light can't enter properly. there are many diseases that may mess with the pupil and cloud/cover it.

The pupil will only change if it's cataract (milky) irises will change color, from dark to light throughout your life and if you take certain meds (cancer) they change the color of your eyes. (my mother-in-law had cancer a long time ago, drugs turned her drk brn eyes blue...then they went back to brown when the drugs were done.)

Mine changes color according to my moods - but my mood has to be really really strong, but when I was younger it used to change color every single day.
