I have 2001 Hyundai Elantra. that was running fine this morning, but now when I start it up or even attempt to drive it, the car shakes and when the engine is viewed under he hood, it is shaking too. Could this be do a broken serpentine or other engine belt? Or another cause? Thank you for any help or thoughts!

if a balance shaft broke it might shudder a little more, but you would most likely have other much more noticeable problems.
if a motor mount is loose it can shake the engine a lot, elantra probably has 2 on one side for the engine and 1 on the other for the trans, all under the hood.

Having all of your belts mounted helps keep the engine balanced. You may not notice the difference but it can on some engines.

there is no reason that the engine will shake if the belt is broken

No.
It sounds like you have a miss-firing engine or an engine mount issue.
