The person does not have to be a teacher but possess good English skills. This is not tutoring for someone who is learning English. English is the first language. What the person who is getting tutored would like to learn is English grammar and punctuation. Right now the person's English skill can be said to be at "B" level but wants the skill to progress to "A+". A person who has successfully tutored before is being sought.

You should save yourself the money, and go to your local high school or college and get an honors student to volunteer to tutor. You know the person knows their english based on their grades and how they speak. There are plenty of people willing to teach without having to pay.

I've tutored everyone from sixth-grade students to university professors, and I've taught English to executives at some of the largest companies in Europe.
Now that I'm back in North America, I charge $25/hour for tutoring services (when I teach University Writing). I think this is EXTREMELY reasonable. My qualifications are a Bachelor of Arts degree in English, a TEFL certificate and two years tutoring and teaching experience. I'm also a published author and many of the works by other authors that I've edited have been published.
Remember that for $25 an hour you're getting a tutor who comes prepared with activities and lessons. I also do a detailed needs analysis for my students where I determine their strengths and weaknesses, and we work together to determine which areas need improvement first (for example, do we need to learn the structure of an essay right away for a specific class, or would it be better to work through a grammar-based curriculum). If you're paying more than $20 an hour your tutor should DEFINITELY come prepared with materials and a set plan for each lesson.
