I am in the military and we just bought 400 creates of this stuff along with key chains for all the aircraft and a solar powered clothes line.
Instructions for perparing powdered water:
1. add one cup of water to powder.
2. Makes one cup.
Note: water is only as potable as the water it is mixed with.
The instructions are printed on the box and on each package, and should come with printed instructions in the box.

You need to buy a bottle of concentrated water.
Mix with the powder, stir for five minutes, then add fresh water until the liquid is clear. Add salt to taste.

personally i would leave it alone, sounbds like some personal item from the previous owner. however it could be hydrated with some liquid form of liquid like water, maybe distilled water or so. check your local government helath agency or water board ask them they should know if the product exsists and how to reactivate it. sounds fishy to me, lol in more ways than one,.
