Are the dirty tricks that politicians engage in okay as long as tax payers are NOT funding the enterprise?

It seems like Cheney and Libby were playing dirty politics to protect Cheney but they were doing it while we were paying for them to do the people's business.

Libby is charged for not having a perfect memory. The 'crime' that was allegedly being investigated was the 'leak' of the name of someone that was NOT a covert agent. The prosecutor knew who had 'leaked' the name more that a year before Libby made the statements that are claimed to be false. The prosecutor has stated under oath that the 'crime' he was pretending to investigate was not a crime and has not charged anyone for it. If anyone is engaged in dirty tricks, Libby and Cheney are the victims. And the tax-payers ARE paying the prosecutor.
